Pam Bondi Directs DOJ Attorneys to Investigate Transgender Procedures for Minors

Attorney General Pam Bondi is directing U.S. Department of Justice (DOJ) attorneys to investigate transgender medical interventions being performed on minors.

“There is a radical ideological agenda being pushed throughout every aspect of American life – from TV programming and Hollywood film production to children’s books and elementary school classrooms – that teaches children to deny biological reality,” Bondi wrote in a leaked memo dated April 22, 2025, the authenticity of which was confirmed by a DOJ spokesperson.

The attorney general blasted the “coordinated, unchecked ideological attack on America’s children” currently underway.

Announcing a comprehensive slate of new policies, Bondi cited the case of Chloe Cole, a young girl who – at the age of 12 – began identifying as “transgender” because of “LGBT content and activism” she saw on social media. She was “fast-tracked through her entire transition – from [puberty] blockers to a mastectomy – in just two years.”

Chloe soon came to regret her “transition,” and subsequently de-transitioned. She now boldy and courageously speaks out against transgender medical interventions being performed on minors.

Because of stories like Chloe’s, “The Department of Justice will not sit idly by while doctors, motivated by ideology, profits, or both, exploit and mutilate our children,” Bondi declared. “Under my watch, the Department will act decisively to protect our children and hold accountable those who mutilate them under the guise of care.”

The memo comes after President Trump signed an executive order, “Protecting Children from Chemical and Surgical Mutilation,” on Tuesday, January 28.

“Pursuant to the President’s directive, I am issuing the following guidance to all Department of Justice employees to enforce rigorous protections and hold accountable those who prey on vulnerable children and their parents,” Bondi wrote.

The memo then lays out several important steps the DOJ is taking to protect children, including:

  1. Enforcement of Laws Outlawing Female Genital Mutilation (FGM). The DOJ directs all Department attorneys to investigate cases of FGM “under the banner of so-called ‘gender-affirming care’” and prosecute all offenses to the fullest extent possible.
  2. Investigation of Violations of the Food, Drug and Cosmetic Act and False Claims Act. The DOJ directs its attorneys to investigate manufacturers and distributors who promote the off-label use of puberty blocking drugs and opposite-sex hormones; pursue investigations of false claims submitted to federal health care programs for claims related to radical gender experimentation; and work with whistleblowers who have knowledge of any violations under the False Claims Act.
  3. Ending Reliance on Junk Science by the Department. The DOJ directs all Department employees not to rely on the false and pseudo-scientific WPATH guidelines in court.
  4. Establish Federal and State Coalition Against Child Mutilation. The DOJ is forming the Attorney General’s Coalition Against Child Mutilation to partner with state attorneys general to build cases against hospitals and practitioners performing transgender medical interventions.
  5. Promoting New Legislation Protecting Children. Attorney General Bondi directs the Office of Legislative Affairs to draft legislation creating a private right of action for children and the parents of children whose healthy body parts have been damaged through chemical and surgical mutilation.

The DOJ’s actions are, perhaps, the most comprehensive actions taken to date by any government in the world to end transgender medical interventions.

This battle to protect America’s children is ongoing – and it must be won.

President Trump’s January 28 executive order combatting gender extremism prohibited federal funds from flowing to any institution providing transgender medical interventions. As a result, hospitals and healthcare providers around the nation quickly ceased providing transgender drugs, hormones and surgeries.

However, various organizations and state attorneys general promptly challenged the order in court, and convinced an activist federal district judge to block the order. Hospitals and health care providers then resumed providing the transgender interventions.

In addition, the U.S. Supreme Court is currently considering whether states can constitutionally ban transgender interventions being performed on minors. At least 23 states have laws on the books banning such procedures. A decision from the Court is expected by the end of June.

“Protecting America’s children must be our top priority, whether from drug cartels, terrorists, or even our own medical community,” Bondi said, concluding,

Every day, we hear more harrowing stories about children who will suffer for the rest of their lives because of the unconscionable ideology behind “gender affirming care.” Under my leadership, the Department of Justice will bring these practices to an end.
