Proposed Budget Bill Defunds Abortion Providers Like Planned Parenthood

Lawmakers in the House of Representatives have advanced a budget bill finally defunding the abortion industry of taxpayer dollars.
Republicans in Congress are currently deliberating over their plan to pass a tax reform bill through the budget reconciliation process – which can be used by Congress once per year on budget-related items. The process lowers the number of Senators required to pass the bill from 60 to 51.
Congressional Republicans hope to have the legislation, which President Trump has called his “big, beautiful bill,” on the president’s desk by July 4.
The House Energy & Commerce Committee, which has been tasked with finding at least $880 billion in spending cuts to help offset the legislation’s tax relief provisions, released its portion of the bill late on Sunday night.
Thankfully, it largely defunds abortion providers of government cash.
No Medicaid dollars “shall be used to make payments to a prohibited entity for items and services furnished during a 10-year period,” the bill states.
The bill defines a “prohibited entity” as any 501(c)(3) organization that “is primarily engaged in family planning services, reproductive health, and related medical care,” “provides for abortions” and exceeded $1 million in Medicaid dollars in 2024.
The bill makes exceptions for abortions performed after an instance of rape or incest, or to save the life of the mother.
On Wednesday, May 14, the House Ways and Means Committee voted to advance its portion of the budget bill, which would make the 2017 tax cuts permanent, and further reduce taxes for most American families.
The budget bill would:
- Make permanent the 2017 tax cuts, including lower tax rates and brackets, and the increased Standard Deduction and Child Tax Credit.
- Increase the Child Tax Credit by $500 per child.
- Establish Savings Accounts for newborns.
- Increase access to the Adoption Tax Credit.
“It’s time to stop forcing taxpayers to fund the Big Abortion industry,” said Marjorie Dannenfelser, president of SBA Pro-Life America in a statement about the proposed budget bill. “Thanks to Speaker Johnson and Energy and Commerce Committee Chairman Brett Guthrie, this year’s budget reconciliation bill contains the commonsense language to make that happen.”
“Taxpayers should never be mandated to prop up an industry that profits from ending lives and harming women and girls,” Dannenfelser added.
Indeed, Planned Parenthood just released its latest annual report, detailing its $2 billion in revenue last year which it earned, in part, by killing over 400,000 preborn children. At the same time, the number of real healthcare services Planned Parenthood provides – like cancer screenings, breast exams and pap tests – have fallen dramatically.
Of its $2 billion in revenue, Planned Parenthood received $792.2 million in taxpayer money through government grants, contracts and Medicaid reimbursements. That is an absolute scandal.
Over the last three years, the abortion giant has received $1.535 billion from the Department of Health and Human Services (HHS) through grants and agreements from Medicaid and the Children’s Health Insurance Program.
For years, pro-life supporters have urged lawmakers to defund Planned Parenthood of all taxpayer dollars. Calls grew even louder after pro-life warrior David Daleiden exposed the abortion mills’ harvesting and selling of aborted baby body parts back in 2015.
It’s horrific that, a decade later, the organization still receives hundreds of millions of dollars a year. It’s time for that to end.
The proposed budget reconciliation bill is a great step in the right direction. Please contact your congressman and senators and urge them to defund Planned Parenthood of all taxpayer dollars.
