Senate Unveils Budget Bill to Defund Planned Parenthood

The Senate Finance Committee unveiled its portion of the “One Big Beautiful Bill” on Monday, advancing Republicans’ tax reform and spending agenda. The House passed its version of the bill last month after weeks of deliberations.

Crucially, the Senate bill maintains – and strengthens – the portion of the House bill which finally defunds big abortion providers like Planned Parenthood of taxpayer dollars.

No Medicaid dollars “shall be used to make payments to a prohibited entity for items and services furnished during the 10-year period,” the legislation states.

The bill defines a “prohibited entity” as any 501(c)(3) organization that “is primarily engaged in family planning services, reproductive health, and related medical care,” “provides for abortions” and exceeded $800,000 in Medicaid dollars in 2023.

The bill provides exceptions for abortions that are performed on babies conceived because of rape or incest, or in cases the woman’s life is at risk. It’s important to know that abortions done after rape or incest are exceedingly rare, and abortion is never necessary to save a woman’s life.

The Senate’s provision defunding Planned Parenthood is slightly stronger than the House’s version. The House bill’s definition of a “prohibited entity” included those receiving at least $1 million in Medicaid reimbursements; the Senate’s version lowers that threshold to just $800,000.

Furthermore, the Senate’s version bans taxpayer dollars from funding transgender medical interventions via Medicaid; the House included a similar provision in its version.

Susan B. Anthony Pro-Life America’s president Marjorie Dannenfelser lauded the Senate’s version of the “big, beautiful bill.”

“It is time to stop forcing taxpayers to fund the Big Abortion industry, led by Planned Parenthood,” Dannenfelser said in a statement. “We are thankful to the Senate Finance Committee for including this major priority in the One Big Beautiful Bill Act.”

She added,

It’s indefensible that America’s largest abortion business, Planned Parenthood, siphons over $2 million a day from taxpayers while delivering substandard care — from moldy equipment and leaking sewage to botched abortions and the trafficking of baby body parts.
Women have even died after abortions at this abortion giant. This scandal-plagued organization prioritizes abortion, gender transitions and partisan politics, while its services for low-income women, like prenatal care and STI testing, continue to decline.

“Women have real choices for their health care, with community health centers far more accessible and offering much more comprehensive care than abortion businesses,” Dannenfelser added. “We thank Majority Leader John Thune and Finance Committee Chair Sen. Mike Crapo for their leadership and encourage both chambers to get the One Big Beautiful Bill Act across the finish line.”

Likewise, pro-life activist Lila Rose tweeted about the bill, encouraging Senate Republicans to pass it:

According to its latest annual report, Planned Parenthood earned $2 billion in revenue in 2024 by killing over 400,000 preborn children. The organization received $792.2 million from taxpayer funding in the form of government grants, contracts and Medicaid reimbursements.

Over the past two years, Planned Parenthood – a supposedly “nonprofit organization” – earned a profit of $206 million.

It is past time Congress defund Planned Parenthood of all taxpayer dollars. We’re thankful the Senate is getting closer to doing just that.
