States Take Action on Abortion

Amid lingering questions about the public funding of abortion and the abortion surcharge attached to many health plans on state and federal exchanges, several states have taken action to prevent or restrict abortion coverage.

States that prohibit the public funding of abortion for indigent women: Alabama, Arkansas, Colorado, Delaware, the District of Columbia, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Wisconsin and Wyoming.

States that prohibit abortion coverage in plans offered through exchanges: Alabama, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Utah, Virginia and Wisconsin.

States with laws restricting abortion coverage through private plans: Idaho, Indiana, Kansas, Kentucky, Missouri, Nebraska, North Dakota, Oklahoma, Rhode Island and Utah.
