Senate Passes ‘Big, Beautiful Bill’ to Defund Planned Parenthood, Lower Taxes

The U.S. Senate narrowly passed the One Big Beautiful Bill Act (H.R. 1) on Tuesday, a massive piece of legislation which defunds Planned Parenthood for one year, cuts taxes, increases funding for border security and defense, and raises the debt limit by $5 trillion.
The legislation passed 51-50 largely along party lines, with Vice President JD Vance casting the tiebreaking vote. Republican Sens. Rand Paul, Thom Tillis and Susan Collins joined all Democrats in opposition.
H.R. 1 now heads back to the U.S. House of Representatives for final approval. However, its future remains uncertain, with conservative members of the House insisting on further changes to the bill.
The House and Senate must pass identical pieces of legislation before it can head to President Trump’s desk.
Taxes
H.R. 1 extends the tax relief provided to American families under the 2017 Tax Cuts and Jobs Act (TCJA) and provides additional tax relief. The Senate’s version of H.R. 1:
- Permanently extends lower marginal tax rates provided under the TCJA.
- Further increases the standard deduction by $750 ($1,500 for couples).
- Permanently increases the Child Tax Credit (CTC) to $2,200 per child.
- Permanently allows a “charitable contribution deduction” up to $1,000 ($2,000 for married couples) for those who claim the standard deduction.
- Creates a tax-advantaged savings account for children, with a $1,000 government contribution for children born from 2024 to 2028.
- Increases the SALT (state and local tax) deduction to $40,000 per household until 2030.
- Includes a “No Tax on Tips” provision, allowing workers to deduct up to $25,000 in taxable income.
- Includes a “No tax on Overtime” provision, allowing workers to deduct up to $12,500 in overtime pay.
Debt Limit
H.R. 1 raises our nation’s debt limit by $5 trillion to $41.1 trillion.
Abortion
Crucially, H.R. 1 maintains the House’s proposal to defund abortion providers like Planned Parenthood of taxpayer dollars.
Last year, Planned Parenthood received a staggering $792.2 million in taxpayer funding from government grants, contracts and Medicaid reimbursements, making up nearly 40% of the abortion giant’s funding.
Unfortunately, the Senate’s provision only lasts for one year, weakening the House’s version, which would have defunded abortion providers for 10 years. The Senate’s version originally maintained the House’s provision, but after Senate Parliamentarian Elizabeth MacDonough ruled the provision violated the Senate’s rules, it was cut down to just one year.
Tim Goeglein, Vice President of Government and External Relations at Focus on the Family, called the Senate’s passage of H.R. 1 a “superb win for human life” in a statement to the Daily Citizen.
He added,
“We are grateful to all our pro-life friends in the Senate leadership and at the White House for this success, and with special gratitude to President Trump and Majority Leader John Thune for their unwavering leadership that gave us this Senate result today,” Goeglein added.
“We know the Speaker of the House Mike Johnson shares our categorical commitment to the innocent pre-born. Our hope and prayer is that, for the first time, pro-abortion funding will be a thing of the past.”
Likewise, SBA List President Marjorie Dannenfelser called the bill the “greatest pro-life victory since Dobbs,” noting that even the one-year provision defunds Planned Parenthood for the first time in history.
Dannenfelser said,
Pro-life activist Lila Rose called the Senate’s one-year measure “a start but not enough,” urging the House to “restore the 10 year defund they already passed.”
Transgenderism
The House version of H.R. 1 ended the taxpayer funding of “transgender” medical interventions by prohibiting federal Medicaid, Children’s Health Insurance Program (CHIP) and Affordable Care Act funding for “gender transition” procedures.
Regrettably, the Senate parliamentarian ruled this provision violated the Senate’s rules, and it was removed.
Immigration
H.R. 1 includes billions for additional border security measures. The bill:
- Provides $45 billion to expand immigration detention capacity.
- Provides $45 billion for construction of a border wall.
- Provides $31 billion to U.S. Immigration and Customs Enforcement (ICE).
- Grants $12 billion to the U.S. Department of Homeland Security (DHS) for border security and immigration enforcement.
- Grants $12 billion to the U.S. Customs and Border Protection (CBP) to expand its workforce and purchase new vehicles and technology.
Speaker of the House Mike Johnson is expected to bring H.R. 1 up for an initial vote in the House on Wednesday, hoping to deliver the bill to the president’s desk by July 4.
